Aston construction waste processor asks DEP for permission to double capacity

Project Summary
John R. Savoy Enterprises, Inc. has applied to modify Solid Waste Permit #101226 to increase the daily waste limit of its Transfer Station and Recycling Facility, an existing Construction and Demolition (C&D) Waste Transfer Facility, located at 52 Concord Road in Chester Township, Delaware County.
The facility currently accepts C&D waste, Monday through Saturday, 7:00 a.m. to 5:00 p.m. The maximum daily amount of C&D waste accepted is currently 50 tons per day. The permit modification will increase the maximum daily amount of waste accepted at the facility to 100 tons per day. No changes in operating plan, waste type, or hours of operation are proposed as part of this permit modification.
The application was sent to DEP on May 11, 2026. A Local Municipality Involvement Process (LMIP) Meeting was held on June 22, 2026, and the application was considered administratively complete on July 14, 2026.

What does the Facility do?
The facility is a construction and demolition waste transfer station which accepts waste from the general public, mainly from contractors or homeowners completing building renovation, construction or alteration projects. Operations at the site consist of truck loads being weighed and inspected then unloaded and placed on the concrete tipping pad at the site. An excavator is then used to separate the debris into various categories. Masonry materials are stockpiled in designated areas on-site, roll-off dumpsters are used to stockpile the other recyclable materials including metals (light, heavy, aluminum, and cast iron) and non-recyclables. Masonry materials are recycled for reuse as applicable, metals are sent to a scrap metal recycler, and all non-recyclables are transferred to a landfill outside of Delaware County for disposal. All stormwater runoff from the tipping pad is collected and stored in an underground storage tank and pumped out when necessary.
What is being proposed with the current pending application?
Currently on busy days, the facility is accepting waste approaching their maximum daily limit of 50 tons per day. The approval of this permit modification will not necessarily see waste increase at the facility. With the daily limits approaching the allowable by the permit, the facility owners are looking to increase the maximum daily limit. The increase in the maximum daily volume will in turn allow an increase to the number of daily visitors. As part of the permit modification process, a traffic engineer was utilized to determine the effects/impact on traffic in the area. Based on the total estimated daily trips, assuming the facility accepted the proposed 100 tons per day, traffic amounted to a maximum increase of less than 3% on the most limiting route to the facility, all other routes will see increases less than 1%. The facility’s peak traffic during the day is also offset from rush hour traffic with the facility tending to be busy around mid-day between 10:00 am – 2:00 pm.

How can I comment on the proposed permit application?
DEP is currently reviewing Savoy’s major modification permit application. Receipt of this modification application for Permit #101226 was published in the Pennsylvania Bulletin on August 8, 2026. The public has 60 days after the notice is published to submit comments. The comment period ends on October 7, 2026. DEP must review and respond to those comments in a Comment and Response document. DEP may recommend revisions to, and approval or denial of the application. When a final decision is made, DEP will notify everyone who commented (by email or mail), and the final notice will be placed in the Pennsylvania Bulletin.
Can comments outside this permit action be considered by DEP?
DEP can only consider comments that directly relate to the proposed Transfer Station Major Permit Modification application.
