Regional Greenhouse Gas Initiative
The Regional Greenhouse Gas Initiative, or RGGI (pronounced “Reggie”), is an agreement among 11 states in the Northeast to limit greenhouse gases by way of trading carbon allowances. Begun in 2009, it has provided substantial benefits to the region, and Pennsylvania is in the process of joining the compact. A recent attempt was invalidated in the courts, and is currently under appeal.
